1. We're all just taking shots here but try running Malware Bytes.  
http://www.malwarebytes.org/  For what we are doing the free version is 
fine.  I've seen this problem with malware that takes over your 
computer.  They shut off DNS to make it more difficult to fix the 
problem.  Download both the anti malware program and the latest update.  
Put them on a flash drive and install from there.

2. flush the arp table.

3. Set your DNS manually to a public DNS server.  Here's one:
