If your wife calls to just one or two locations in TJ all the time
and they have net connections there (plenty of my friends in TJ have
cablemodems) you could just use Skype or put your own VOIP hard phone
in each location. They can talk directly to each other if configured
properly. I run my own asterisk service with a bunch of phones on it
(some in TJ, some in US, some in Vietnam) and my wife talks to her
family in Vietnam every night. No extra service (Vonage etc) needed.>
