[sdw2003] Missing / screwed-up network interfaces

So, poking around a bit led me to an error log that complained about how
the IPSec service was swallowing all network traffic.  Wonderful.  I
disabled it, rebooted, and was fine.

However... now there's a service that won't start.  An error that looked
like there was no "logon as service" permission.  I looked at that...
and got an error about the IPSec Service!

I tried to start the service, thinking maybe it would have settled down,
but got an Error 2 about a mysterious missing file... and then
networking was dead again!  A reboot got networking back up.

Any ideas how I can fix this IPSec Service?  I think it's at the core of
my problem.
