To get the security tab, open Explorer on the XP machine and under tools choose Options. On the second tab (File & Folder Options?) Scroll down to the bottom of the options list and uncheck "Simple File Sharing) to turn it off. That will give you access to the security options.

I'm getting that error when trying to access files on an XP laptop from
a Vista Business laptop. Firewalls on both are off. They can ping each
other. They are in the same workgroup. Googling turns up a lot of
weird responses. One that sounds like it might be useful is
http://www.pctips.smittystips.com/v_0x80070005_error.php But the
folders on XP do not have a Security tab, so...
