Yeah, it's at www.swingmigration.com.  But this doesn't really sound
like a swing application as much as just replacing the old NT DCs with
Win2003 DCs.

Of course, if the old NT domain information is garbage and the original
poster really wants a domain rename then a swing won't even help with
that, and an entire new domain can be created.  (Not a lot of fun
depending on how many users and resources there are)

Wasn't there talk of something called a swing migration kit a while ago?
This seemed like a great way to be able to do what you wanted to do
without having to do it all in one weekend. With the kit, I think you
were able to take your sweet time transferring everything, PLUS it had a
revert option that you don't get if you cram it all on one weekend. 

As for a new domain name, I'd go with that because then it's a
greenfield (never been touched) and any problems you had with the old
domain won't transfer to the new domain.

How many users to you currently have in AD?

Are you deploying new hardware at all?

And the kicker! Have you considered 2008 domain functionality?

Depending on the size and complexity of your currently deployment, it
may be
work considering building a new domain. I had to do one of these
recently
and I am soooo glad I went with building a new domain.

This also gives you a chance to whack anything wacky. This of course
assumes
you have nuaunces you want to get rid of, the worse is going through all
the
work of a upgrade and crap follows from the old config.
