IBM is doing some other unique things with cooling (http://www.internetnews.com/bus-news/article.php/3688296 ).
"IBM went after the bigger chunk of the pie, the chillers, with whatit calls a Stored Cooling Solution, or "cold batteries," which itquietly began shipping in late May.The cold battery sits between the chillers and the datacenter's HVAC system. Instead of using water, which has to be cooled tonear the freezing point, IBM developed a coolant that freezes at ahigher temperature than water, up to 60 degrees Fahrenheit. Becausecooling is achieved at a higher temperature, less power is consumed,Lechner explained. "

There is a difference between air conditioning, heat pump, and
evaporative cooling. I think evaporative or heat pump is a great way to
go and I don't get why most datacenters still seem to do standard air
conditioning. But there is definitely still cooling and associated costs
involved, even in the new IBM setup. And what IBM is doing isn't new or
unique.

A heat exchanger built into the back door of the rack. Available from
Panduit right now. Connect it to a heat pump or just run the water
outside to a cooling tower for evap cooling. Neat. I found out about it
