That's standard operating procedure with ISP's. You can order a special
service from some ISP's, like no-ips.com, that allow you to use an external
smtp server. It will cost and it is priced by the number of emails that you
send. I think the idea is to keep spammers from using the service. It's nice
for users that move around a lot. 

Another option is to build your own email server that will allow relaying,
but only from specific users or from specific Ips.

That is what I was calling a work around.

That was also the only recommendation I could get from support there.  Use
our server...
