This is definitely not normal.
You've encountered a case of first-level phone techs trying to enforce a
"service boundary"... "Call us back when you see the problem again!"
That relieves them from having to deal with a pesky customer, and from
having to work at that particular moment. Don't accept that... tell
them, "This happens too sporadically for me to be able to call you
before this happens. Here are the times the last X instances occurred.
I'm willing to do anything necessary on my end, but waiting for this to
happen again so I can call you and be told to call if it happens again
isn't going to resolve the issue".
For your part, you should do anything you can to identify exactly when
this occurs, for how long, how often, etc. Do you have access to the
router on your end? Maybe you could bump up the debug level and capture
all log messages to see if they say anything interesting. But if it's
an AT&T router... let them do it. There's a reason you're paying for a
T1 instead of DSL or something. Now it's time for AT&T to deliver.
